Biztalk server on-premise is a perpetual license and IBM WebMethods are subscription based like count of invocation of API calls, Integration calls. IBM WebMethods is expensive due to multiple solution components like API management, developer portal, Terracotta, Universal messaging server. These components provide more security and enhanced performance improvement.

I am not familiar with the platform's pricing details. However, based on the knowledge, it is relatively cheaper than Azure Identity Services and cloud services in general.
The cost will depend on the client's requirements. If the client has very small business transactions, then we can reduce the cost. If the client wants it to be more secure, then the cost will be very high based on the transactions, requirements, and security policies. The solution is worth the cost.

I do not have any pricing experience for BizTalk Server. The only thing I heard is that it's not inexpensive.
