MS Azure DevOps vs Jira for test planning and management - which one is the better solution?

Hello community,

I work at a healthcare company with 1000+ employees.

From a test planning and test management perspective, tracking requirements to tests, to defects, which one is the best tool and why: MS DevOps or Jira?

Thanks in advance for your assistance.
