There is no licensing cost. Azure Cost Management only comes with the Azure portal, and there is no cost. When you integrate other cloud services with the portal, there is no cost.

I think the solution was free initially. I don't know if they have changed that yet. Since we are partners of Microsoft, we have a different kind of agreement with them.
