There are several reasons why I think Pega is better:
1 - OOTB, Pega has a CPQ solution for Telcos. This accelerates time to market.
2 - OOTB Pega provides unified/integrated Sales / Marketing / Service CRM solutions. This reduces your integration costs and allows you to leverage end to end data gathered about customers.
3 - Pega's CPQ and Sales solution are integrated together. This means you can seamlessly connect sales to the CPQ and fulfillment process.
As an aside, Siebel is being de-priortized as a platform for ORCL investment.
It all depends upon your current budget and skill set that is available within your team.
PegaCRM - Fundamentally Pega is a strong and robust workflow management system than a good CRM system. Assuming if you are in the limit of certain budget, then you can consider PegaCRM. This can do what you want with high customization
Sibele CRM - Very strong and robust system primarily in the CRM arena. As an expert I can confidently say that this is a better tool than PegaCRM excluding workflow management that Pega currently has.
