A framework assists in keeping straight individual parts and the relationships that exist between them.
So if there is not a deep understanding of the parts and the relationships, one can benefit "immediately" from a "pure" proposed framework over a DIY/adhoc effort.
The choice between a prescribed versus adhoc framework really comes down to the effort you are willing to put out at the outset and your honest evaluation that you'll get all the parts and get the relationships correct upfront.
My recommendation: look at a few of the frameworks that others have developed and then expand/shrink to fit your given situation.
