The Quantum Development Kit (QDK) is the SDK required to interface with the Azure Quantum service. It is built-in to the Azure Quantum portal, where you can develop programs using the free hosted Jupyter Notebooks. You can also install the QDK locally on your computer to use your own local development environment and work both online and offline with the Azure Quantum service. With the Quantum Development Kit, you can build programs that run on quantum hardware or formulate problems that run on quantum-inspired optimization solvers in Azure Quantum.

Cirq is a Python software library for writing, manipulating, and optimizing quantum circuits, and then running them on quantum computers and quantum simulators. Cirq provides useful abstractions for dealing with today’s noisy intermediate-scale quantum computers, where details of the hardware are vital to achieving state-of-the-art results.
