How to achieve sub-second query performance with JSON data (~1B rows) in Snowflake?

Hello, 

I am using Snowflake for JSON data and we have almost 700 million JSON rows. 

Is it possible to achieve a sub-second performance in Snowflake? I am OK to cluster and flatten the JSON data into structured tables if necessary.
